It is a Libyan public university. The university started as a branch of Omar Al-Mukhtar University in 1991 with three departments: the Department of Development and Planning, the Department of Sociology and Social Work, and the Department of Psychology. In 2016, the university was established under the name (University of Tobruk) and became an administratively and financially independent university.
