The house was opened in November 2001 to introduce Libyan plastic art through the establishment of various art exhibitions, as well as to build bridges of communication and link cultural and artistic relations with the relevant authorities and with other arts houses, and to establish joint activities in all fields of arts and cooperation with international cultural centers within the framework of joint cultural agreements. Between Libya and other countries to hold exhibitions of international plastic artists inside Libya. One of the most important features of this house is that it contains a library specialized in the field of arts under the name of the Kamel Al-Makhour Library, and it is intended for all researchers and scholars in this field.
